Underfloor heating

Hello

We would love to have wet underfloor heating in our open plan living area at the moment it’s 350mm concrete slab on witch house stands and 40mm screed cement and sand on top witch is very crumbling and easy to remove. My Questions is if I remove this 40mm screed will this be enough to put pipes and new screed on top as I can’t go any higher due to ceiling already low ?

You need insulation underneath, it's imperative. I had the concrete subfloor dug up - the outer walls are not built on it. (in this case)
