Underfloor insulation boards

We are moving into a new house next month which needs a lot of work doing to it including new kitchen, 2 x bathrooms and completely new flooring throughout and finances are tight due to all the above.

We want to do a tiled floor from the hallway through into the kitchen and dining room (approx 42 sq m all on a concrete floor) but are worried about how cold it will be especially in winter. We have looked into underfloor heating but it appears that we can't get anything for less than £2,500.

Part of the quote for underfloor heating included 6mm insulation boards. If we were just to put the insulation boards down under the tiling (i.e. no actual heating) with plinth heaters would it make any difference to the heat loss / coldness of the floor or would it be a complete waste of money?

Are there any other ways of approaching this without spending lots? Unfortunately we need the floor to go down ASAP to make the house habitable so don't have the option of waiting for a while until we can get some more money!

These ultra-thin boards are hugely expensive for what they are and you cannot get any real degree of insulation with so little material. That is why loft insulation is now nearly 300 mm.
