Is it lit up in any way at all? Does that RCD spur need to be on to power the heating?

Do you mean that the red light on the FCU has to be on, or the display, which might show, for example, a room temperature, a time and a date when it's on?
Looks similar to the CO9 H3 thermostat controller but I am not sure there is any UK vendors of that particular model. it was probably a direct from china purchase
I still think there should be a clue inside the thermostat itself.
They usually do either on the PCB or printed on the very back where the wires go in
