UNSEALED PLASTER PAINTED IN 6 BED HOUSE!!! HELP PLEASE!!!!!

Please, please help me out with some hope/tips! We have just started renovating an old Victorian 6 bed house on a shoestring, only to discover that every wall was painted on top of UNsealed plaster, (various paints, mostly emulsion, some murals(!) in something satin-y)there is no way we can scrape it off the whole house (1 wall took us 10hrs) any tips for a method to speed things up? Steam? Heat? Sanding machine then seal what's left? PVA? We can't put up lining paper and we'll be painting the entire house white when we've solved this peeling problem. Thanks for reading. HELP!!!!!

You could try using Polycell Basecoat for poor and hard to cover surfaces. And use your final paint colour on top of that.
 
And do you reckon that would work for blistered or peeling parts or should we maybe sand them first? Thanks a lot for replying! x

anything peeling, flaking. you need to make as sound as possible
Thanks, do you mean by 'make sound' to sand down any problem parts? Should we also seal it with something else before we Polycell it? Anxious not to end up with paint that looks 'sound' then peeling off the unsealed wall surface onto brushes/rollers as we decorate as this is a nightmare to fix. Cheers!
