Yes, the 'route' was blocked, so the asylum seekers found a different route.The small boats started in earnest after security was increased in Calais. More than 2 years before Dublin agreement was ended
That will continue ad infinitum. You can't stop it by putting obstacles in the way.
You must remove the motivation to migrate, or create a motivation to not migrate.
If people are content to live where they are in peace and security, the number of asylum seekers would be reduced dramatically.
Of course there might still be economic migration and 'explorers'.
But economic migration is beneficial.
And the spirit of 'explorers' was held in high esteem in historical folklore. (I'm happy to discuss those two points in a separate thread.).
