Upstairs Bathroom Radiator valve

Hi all,

Recently had my bathroom upstairs done up. But radiator no longer seems to be heating up. See pics attached.

Any ideas how I can get it up and running again?

Was searching for a valve of some sort to turn, but only found the screw at the top which I unscrewed to see if it would get any water flowing.

The isolator valves seen in the last pic are in the off position......turn them 1/4 turn.
