Utility Room Pitched Roof Insulation

Hi all,
I have a pitched roof on my utility room which has no insulation on it whatsoever. It's basically Tiles, Felt, Board.

During the winter teh room gets freezing despite there being a radiator in there.

What I was wondering is if I can use some glass wool to place in between the roof beams and then board over it to try an keep some of the heat in.

I've seen some places say you need to use a membrane or make sure you leave 50mm between the felt and the wool.

Any advise gladly received
