vaillant boiler turbomax pro 28/2e not firing up!

I have a vaillant boiler which packed in yesterday, it was working ok until it started making a sound like an aircraft taking off. Then it packed it. The pilot light does not light, it doesnt even attempt to light. We have replaced the pcb. We have taken the cover off and it seems like the fan does not seem to be working?

Can anyone help?
