Vaillant Turbomax 282E water overheating

Hi - I wonder if someone could help. I have a Vaillant Turbomax VUW 282E combi boiler. Over the last few months the thermostatic shower has been coming down to a trickle after a few minutes of turning it on. If the boiler is turned off, the flow through the shower is fine. Almost as if the thermostatic shower is cutting off due to water being too hot. Also notice that hot water taps are scalding hot. Have turned the hot water temperature setting on the boiler to minimum but that does not seem to make any difference. Have had various boiler technicians come to look into it - the DHW water exchanger was changed, then the NTC sensor, but it does not seem to have settled. The central heating is fine. Is there any other sensor for the DHW temperature or is it a problem with the temperature dial?
