I have a Valiant boiler which sits on the wall in a cupboard of a third bedroom, I had a friend over last night who slept in the bedroom and when asking him if he had a good nights please he replied the boiler kept running a few times, I believe this is a pre warm control ? is there a way of turning it off for friends comfort and cost reasons?

You can switch off the warmstart facility its a user option and detailed instructions are in the user instructions.

why don't you try it then
which ecotec might help ? it will narrow the search down a bit

turn the HW thermostat to min until the green light goes off and then turn back to whatever temp you want, dont turn it to full or you will enable the pre heat again
