Vanity unit - altering structure

Hi all,
The vanity unit in my downstairs loo holds our gas meter ( I know, but we are where we are).
Please see the picture.

Everything works fine.
However, I need to run some additional pipe along the floor of this room and will need to pass through the bottom of the vanity unit. So I need to access somehow.

I think the best way for me to do this is to remove the baseboard by hacksawing the red lines.
I cannot seem to remove the front panel (green line). I think it must be glued on tight.

I would like to know the following:

If I hacksaw the red lines and remove the base shelf - will I make the whole unit weaker?

Cut thru centre to meter and move base up and down till it comes away, it will weaken but you could add extra fixings to the rear against the wall.
