Vat saving on unoccupied properties when rennovating

Does anyone have any personal experience of claiming the VAT rebate on properties which have not been lived in for over 2 years and what the rules and outcomes are for such a scheme. I just heard about this in passing conversation but nothing more.

appears to be for new builds rather than for empty properties for two years?

The empty property exemption I'm working on is conversion/renovation of residential unoccupied for 10+ years. Not heard of a 2 year one
