Velux Flashing - Re-Use or Replace

I have 3 Velux windows, all fairly old models. GGN-2 I think all on sloping roof.

2 of them are leaking around the frames. I had a roofer round to quote for trying to repair and he said the flashings were fitted incorrectly and were on top of the slates. He said he would reflash in lead as those flashing kits are discontinued.

My questions are:

1. If the flashing is in good condition, wouldn't it make more sense to just remove it and fit it correctly?
2. If the flashing isn't in good enough condition, would reflashing in lead be better than a new flashing kit, if I could still get hold of them?

No idea of costs yet but I want to make sure I get the right thing done.

As an update to this post, I have now taken photos of the flashing that the roofer thinks is fitted wrong and should be replaced with a lead soaker. The flashing you see runs up between the 2 problem windows.
