Another reason could be the cost of extraction, American shale oil costs a lot more a barrel to extract than Saudi Arabian oil for example.
If the price of oil drops to low , then a lot of these American Shale oil wells become unviable.

The above scenario is then used to justify a "Humanitarian intervention" to rescue the oppressed population.
Once in control , install a local stooge to run the country while outside interests loot the natural resources.

The same playook can be used in your own country.
The NHS for example, starve it of investment, the waiting lists and dissatisfaction grow, right wing politicians claim that publicly funded health systems don't work efficiently and that the whole idea of giving health care free at the point of need, when you can charge for it is some sort of communist plot.
