I don't mean to be mean but if your new to using a multimeter then board level diagnostics and repair is going to be hard for you (and the rest of us as you ask lots of questions about it).
It would be better and easier all around if you save your money and just replace the board with a new one, you just need one that fits in the fan as you can replace/rewire the header/connections etc.
