Vent in the wall with wedge shaped cowl

Hi,
Does anybody know how is this vent called?
It has no mesh to keep insects out (ugh), the cowl is fixed and made of metal.
There's a ton of air coming in so I'm looking to seal it a bit but still keep ventilation.

I'd remove it and fit a "hit and miss".

Not a job I would do myself, I'm not versed in these things.
Not sure who could do this, it's not a massive job. A builder?
