vibrations in cold water pipe

The noise did not begin until the flapper valve was replaced in an upstairs toilet. When the water stops filling the tank, a very loud vibration/noise is heard in the pipes downstairs. I have tried reducing the flow of water into the tank, but this has not helped. Is the water flow stopping too abrutly which is causing this, how do I correct it. Thanks
