Victorian Concrete Walls

We have just moved into our first home and from the survey found out we have a victorian house that was constructed using concrete molds. We are currently trying to install a built in wardrobe, but as we are drilling into the walls where the rail is going to go; the walls are just crumbling, producing sand like material - help! Any advise on how to overcome this, in order to install the rail and whats best to use to fill the now fist sized holes in the walls would be greatly appreciated.
