Vinyl self stick tiles

Flat had a leak in bathroom,concrete floor,old tiles started to lift.
When trying to lay new sticky tiles , found that after a while they were starting to lift,tried with evo stick adhesive,but still had same problem
Should i have left adhesive to dry and seal, or glue floor and tiles?

You need to ensure that the concrete has dried fully before putting any new tiles down.

I used superglue but be careful not to get it on the tile. They've stayed down for 9 years.
