Vokera linea 28 - hot water not very hot!!

basically, tenants get warm water but when someone else tries for ot water they both go cold.

are here any persistant problems with these boilers?
not sure how old it is, doesnt lok brad new id have a guess at 5 years. told them id sort out a service but what thngs to look for?!

linea 28 will only provide 40 degrees rise at 10ish litres a minute, that means one tap at a time only.
