wacker plate

got wacker plate when first started it run ok but dose not wack properly and will not go forward at first has to run for about 5 min then wacks and runs forward great any idear .

Sticky centrifugal clutch shoes, at a guess......a make / description of the machine would be good!

the engine has only been used for about 6 hours in total belive it or not I had a new engine put on it when I got it and have only used it on 5 or 6 jobs.has been in garage for a few years now but starts within two pulls I am in the process of cleaning it up as I am now doing my own drive.
this could be a reason why it is acting the way it is maybe .
 
Is there a clutch beneath that bluish cover - that only starts spinning when you increase the revs?

yes I think there is . will have a look at this and see if I can clean or lubricate it in some way. it might be sticking as I have not used this for some time. I am getting a lot of ideas and help from your comments thanks
 
Below that cover will be two tiny brake shoes (if its the centrifugal type) and those shoes will be tied together with springs. See if you can spot the pivot that each shoe will have......the shoes need to move on this, and the chances are they will be well rusted and stiff.

have emptied the exciter flushed out and put new auto fluid in.have looked at the clutch .and now seems to be going great thanks for all your help.
now I can give it a general good clean oil change of engine and it will look a lot better than in the photo .
