Wall preparation, paint removal

We have what I think is an enamel based paint on all the internal walls in the house. It is shiny and comes off flaky if we scrape it off but this is hard work. Does anyone have any other ideas how to remove it - we are thinking maybe a belt sander but would prefer not to make so much dust? Also how can we be sure it is enamel? Thanks

Sounds more like someones glossed the walls.. Rub off as much of the loose flakes as possible then size with a PVA mix followed by lining paper ;)
