Wallpaper or paint over cedar chipboard

I have cedar lined closets - no, not the nice thick cedar paneling with the cedar aroma - these are thin cedar lined chip or flakeboard panels that have lost any aroma, plus they look bad. I want to cover them, then put up shelves, so it doesn't have to be perfect by any means, just a prettier background. Wallpaper or paint? and how do I go about filling in the thin gaps between the panels? Thanks for any help!
 
I think I would go with Wallrock fibreliner (not Wallrock Thermal liner, often a search for one brings up the other you don't need that) it is very good at covering defects it's even been said it will cover woodchip but I haven't tried it on that.

It should "bridge" the gaps in the panels ok, it is paste the wall too which is very easy. I would recommend using their own adhesive B&Q sell the product just use the 55mm one which is normal paper width
