Wallpapering over a half plywood half painted cement wall...

...in a bathroom. It's the furthest wall from the bath/shower but the room will get steamy etc. The exisitng playwood panel covers a service shaft of some sort, I'm avoiding removing it. I want to wallpaper this one wall but not sure how to prepare the wall. The painted half is patchy paint, the plywood is darkish, dry wood. Previously is had vinyl wallpaper on it. My main concern it the wood colour seeping into the wallpaper? I'm planning to use a normal bathroom patterned paper.

Was thinking of Zinsser shieldz? Does it make a difference in a bathroom?

Any oil-based undercoat will do the job, no need to splash out (heh-heh) on expensive Zinsser if covering with wallpaper..
If its rough you may want to line it first though.
