Walls previously painted with vinyl paint & a toothbrush

We can't afford to get our hall stairs and landing skimmed, so need to make do and prep the walls as best we can.

The walls have lining paper on them, which have then been painted with vinyl paint - very thickly, seriously it looks like they used a toothbrush! We have painted a couple of coats of emulsion, but the orange still shows through and its just making the previous bad brush work stand out more.

Can I sand the walls without damaging the paper?

Too scared to take the paper off all together as some of the plaster is shot. And, to top it all, we're rubbish at wall papering, so that's not really an option! :oops:

You should be able to sand the walls down without any problem..use 100 grade stuff..
