Want to Build A Soakaway

Hey everyone! I need all the advice I can get on making a rainwater soakaway, my garden is always waterlogged and it's also starting to lift up the paving flags, it's terrible for my turf too. It's basically a nightmare. My friend suggested a soakaway and I would like to build or 'dig' one myself. I don't really know how to begin, do i need planning permission? How big does it need to be and where would i buy materials from? o_O
 
If your gardens waterlogged because the ground is clay then a soakaway won't work.

Choose a place at least 5mtrs from your house and dig a hole as deep as you can be bothered to dig. You could fill that with water and see if it soaksaway.

And google 'Percolation Tests'.
