I am about to paint new plaster in a bathroom. I plan to put on a first coat of 40% watered down matt emulsion, then put on a neat coat of same ( because I have lots of matt and will need to buy in other paint, also on a tight budget), then top coat with a modern washable emulsion. Does washable emulsion stick to matt emulsion? Should I use washable for all the coats?

Washable paint on top of matt

I would just mist coat as you are going to and then give two coats of the paint you are going for.
