washer seal with small hole

Hi can somebody tell me what washer this is, what is its purpose? I got with a new shower head and mixer, there where 4 standard holes ones and this one with a small hole which puzzles me.

A less blurry image would help, but I'd guess it's a flow restrictor to save water

Could this increase water pressure or just reduce water consumption, sorry for the quality of the picture, it just a hole 3/4 the size of the other ones

Doesn`t it mention it in the instructions? Always read the instructions!
Is it plastic or rubber?
What make of shower?
