Washing machine tap

Hi all. I am in the process of swapping over washing machines and I can't seem to switch off the water. The stop tap does not seem to want to budge. I've taken it off (see pics) to see if I could see anything that may be preventing it from moving, but there's nothing. Does anyone recognise this type of tap and why it won't move?

I should also say that all the plastic piping that sits around it is not interfering with movement.

They can seize up. Can you turn the exposed brass bit with a spanner or pliers - might take a bit of force.

Try a small adjustable spanner on the bit where the tap handle was!
