Waste mechanism is stuck

I have a wall hung basin with a half pedestal and hence the bottom of the basin is not accessible without this being removed.

This is the cap that screws onto the above:

My waste plug no longer pushes up/down. It's constantly stuck in the closed (down) position.

Can I purchase this Piston from City Plumbing or Plumb Centre do you know? Shall I take the current piston with me if it comes in different sizes?

Also, can I purchase a separate cap as the current one is rusty too?
