Water coming from blow off pipe

water is coming fropm the blow off valve pipe outside the house, could this be the expansion vessel has packed up needs recharging.

It could just be the Pressure releif valve leaking or like you said it could be the expansion vessel defective

What is the pressure on the gauge when it discharges, or is it discharging all the time?

leaking all the time there is plenty of pressure in the expan vessel

are you sure your only measuring the charge of the vessel and not the system pressure or head of water?
may be blocked feed pipe to e.v
