Water found in soil pipe

Hi, have slight issues with water draining away from upstairs shower and the toilets water level taking a bit longer to find it's level after flushing. 2 weeks ago the water company must have been called by someone else in the street and lifted drains and fired water up the main pipes. Now I'm having these issues. I've opened an inspection port on the 110mm which is floor level downstairs and took a picture down the pipe which probably goes down another 500mm before it tees off. The picture shows an unknown level of standing water which is a bit bubbly. I don't know if this water is supposed to be there or not if anyone can shed any light please that would be appreciated.

I have a downstairs wc which is

lower than my inspection port so I'm going to fill the sink and try and record that waste water entre the pipe and see if it drains away. Its very awkward though.
 
Vented soil pipe or AAV (Air Admittance Valve)

Could be a faulty AAV
