Water Meter access pipe. Moveable?

Hi there, I'm goinng to be laying a new path with a slightly different line that will take it over the Water Meter Access plate. Now I WON'T be inhibiting access as the path is only going to be sandstone slabe and gravel, but I do need to lower the cover plate.

It looks as if it is telescopic,(which would make sense as I'm sure not all meter are exactly the same depth) but I can't seem to budge it, any tips, do I need to dig out around it to create free space? can it be done?
