Water Meter and Pipe Sizes

I have to fit a water meter in line with a pipe feeding some outside taps. The pipe's outer diameter is 28.45mm.

I had a quick look online and the water meters commonly available are 15mm (1/2"), 25mm (1") and 32mm (1 1/4")... so which one would I need and what would I need to make it fit my 28mm pipe?

Also, meters are variously described as "pulsed", "non pulsed", "single jet", "multi jet" and have classes A, B etc. Which would I need?

It's copper pipe, feeding outside taps in the back yard of a factory that are used infrequently. The meter doesn't have to be top of the range for accuracy.
 
Can anyone help with this? I'm sure there's someone here with experience of water meters.
 
So if little water is actually used what is the purpose of fitting the meter?
