this is a Thames Water meter, in the pavement, hole is about 2ft deep, it fills up with rain water, pavement mud, grit (and ants) making it difficult to read.

Is there a cleverer and quicker way to get the water out than baling out with a mug?

I had newts in mine :D

I would guess a length of hose and a stirrup pump, or what about one of those kids water guns where you re-load by drawing water in through the nozzle.

stirrup pumps, 70 years old now and not many to be found.
