From my experience of inspections of commercial premises, all they want to do is list the defects and serve a notice to get them put right within a few weeks.
I think they do the commercial inspections because on the high street they can get in during the working day and will not get the hassle they would from residential occupiers.
In London I see so many bidet sprays fitted beside toilets which are totally against the regulations! On the WR course we were asked to report those!
