water not turning back on

Hi,

Over the weekend I disconnected the water supply to my house so that i could fit a new worksurface/sink.
I turned the stopvalve back on and....no nothink. I cant hear any water anywhere and hotwater tank is not filling up.

The stopvalve is directly under my water meter. Would the water meter be stopping me reconnecting?

I am at a loss.

Give the head of the tap some light raps with your spanner, sounds as if the jumper is stuck.
