This is something I have not seen before. My neighbour upstairs has had a copper water pipe installed, going from the ground floor of the house, up to the first floor and all around the front, side and back external wall faces of an Edwardian house, then going into her flat. It seem to be to feed her boiler for central heating. I do not think she has asked the landlord, council or building inspectors.
Does anybody know if this is allowed and if she may get away with it?
