Water pressure with combi boiler

I got a rental flat where the tenant is saying that the pressure coming out of the shower head is too much for her and is quite painful for her as she has a joint condition. I think i have 2 options to assist, 1 is to change the shower head for a bigger one so there is less pressure or reduce the water pressure that the boiler outputs if that is possible, the boiler is a Valiant ecotec 824 ?

Think you can buy flow limiters, one of these may help reduce the pressure to the shower head only.

If you lower the pressure of the whole system they will then complain the taps don't work as well as they used to.

Another option is to fit a bar mixer or similar so the tenant can turn it on half way. what kind of control Does it have now?
