The CW storage tank in the loft has a insulated jacket with a plastic sheet over the top of the tank (like a big condom with insulated sides), it does not have a lid as such. When would this have been installed i.e. what sort of era were these available?

Cheers

I want to know when this would have been installed, the house is 20yrs old would it been from new or retrofitted by someone, what were the byelaws in the 80's for CW storage.

It would have been installed within the last 20 years.

Just because the byelaws are there, it means nothing.

Granted, I'll refraise the question then,

Is this or was this type of insulated jacket normal practice and type?

This is dull - why don't you just buy a Byelaw Kit and have done with it?

Cold water cistern lids were never fitted in 99% of houses since plastic cisterns were invented  no-one knows why
