Water Under House - Next Steps?

I appear to have water coming into my basement. I've taken photos inside and can get external tomorrow. It looks like its either coming in from the external wall, or is related to the waste pipe pictured.

On the outside of the wall, there's a drain cover and a few small bushes. I can get a picture of that tomorrow. Also on a slight hill, so any water may be running off the neighbors garden.

What should I do next? I'll take a external pictures tomorrow.
I don't mind trying to dig up outside to see if i can find any problems.
What trade would I contact?
The waste pipe will terminate at that manhole. Is that my responsibility as its in my garden or the water company/similar?
Is there anything my home insurance would likely cover?

Several things in no particular order.
1/. Yes your home insurance Policy will provide cover under either.
A/. An escape of water from a fixed domestic installation [internally]
B/. Damage to underground services [Drains] externally.

As a fast check if you can pour some coloured dye into the inlet for that waste pipe, if the water changes colour job sorted?

You mention externally drain cover and small bushes, can at times be the issue, again using a [different] coloured dye the external drain can be checked, best way to check the drain is a CCTV survey [your insurer will organise this if you use the insurer?]

Water colouring dye can be obtained from a builders merchant, caution it is powerful stuff ! !!

Caution if using your Insurer.
1/. Your Premiums will rise next year.
A/. That is why there is compare the market [plus others]
B/. The Insurer will have to rectify all issues.
C/. Insurer will pay for drying out the areas affected.
D/. External drain CCTV plus repairs will be funded by Insurer
