Waterproofing Coal Bunker

I have a concrete freestanding coal bunker with a large plywood lid. The plywood is rotted and water is leaking in, so I need to renew the entire lid. The current lid is held on with two hinges bolted into the concrete top. The previous owner covered the plywood in tar paper and just overlapped the hinge area.

What is the best way to renew this? I can easily get more plywood, tar paper, nails and new hinges. What I am stuck with is how to best waterproof the plywood to concrete hinged joint.

Any suggestions? Thanks!
