Waterproofing steps

I have some concrete steps leading up to my front door. When it rains it gets damp on the underside in the basement area which I want to tidy up and plaster over. - I won't last long though with the damp coming through.

I don't see any major cracks. I assume it's all slightly porous and just seeps through.

Is there a chemical I can paint over the steps to seal it - Hopefully without tarring the whole thing like a roof!

Only thing I've seen so far is 'Ultraproof' - a waterbased breathable repellent.

Is this the right thing for the job!?

Why not make a nice job .......Welsh clay tile them using a waterproof mortar/adhesive.....job done!
