WC. Dual Flush. Leaking into bowl

Hello guys.

I have a Dual Flush Opella Cistern. Water flows into the bowl even after adjusting the valve, which is on the left, as shown in the photo.

I checked to see what the fault is. I turned off the supply valve, but did not flush. I watched for about three or four minutes and water continued to flow until the cistern was virtually empty.

What I do not know is whether the fault is with the valve or the syphon.

Please advise. Thank you.

no so fast 'thanks' liker!! it probably is, BUT, it could be that your float/filling valve is dripping , it could also be the joint between the flushing valve and the cistern, (there are no siphons in these WCs, siphons are the handle type that dont have these problems!! we are going backwards, ironically trying to save water!!), it could also be that the flush isn't falling back down fully, it could also be the seat that the washer sits on has some crud on it.. I spend about 10% of my time as a plumber on these modern flushes!! 100s of them, it probably is a warty washer though.. turn off water and remove flush (usually bayonet fitting) when water has stopped falling through to cistern, look carefullly , if its still trickling into pan, then it is that the flush/cistern connection is loose, rare but i have seen it,main thing is to clean washer and its seat, maybe flip washer over...
