A build-over agreement is only required because it is law and a public utility service.

You don't need a build over agreement for a private company's drains, but you may need permission to build under any contractual agreement you may have with them
 
Thank you, that is sounds hopeful. Today the Water Company said the developers will have relocate the pipes or we wait for the adoption of the pipes from them and can then apply for a build over.
