Weep holes above cavity concrete infill

Hi, I have 3 courses of blockwork to DPC on an extension. I will be filling with a weak concrete mix (1:8?) to 225mm below DPC level and slanting the top towards the outside.

Do I need to provide weep holes at this point to direct any water outside? I can't see any mention of them on the NHBC website.

Also I need to vent my house floors. What is the best external air vent to use with blockwork? Can I use plastic (tumble dryer type) vents? Or is there something that fits better with blockwork? I will be having the top rendered and possibly painting with blackjack below DPC...
