Weird (drain?) holes in uPVC sash windows

Hi - I don't understand how these uPVC sash windows are supposed to drain, although surely into the house around the bottom of the frame is not the answer! We've only relatively recently moved in, but the house is a Georgian granite cottage. The windows themselves were put in c.2005, but the sills have recently been rerendered and the fillets at the sides were also redone. We are in the Channel islands, so get a lot of weather.

They have holes on the front exterior faces of both the bottom of the sash and the frame (see photos), but if these are for drainage, there are no very obvious holes where water might get in to get out again. There seems to be moisture at both the corners and along the bottom edge of the frame both inside at out. The other ground floor window has more green stuff around these holes.

Is there anything I can do to keep the water out?
