wetroom gully needs changing

I have just moved into a flat which has a wetroom/ shower. The waste plug (I believe is called 'gully') is very old and dirty, and so is the vinyl floor. The landlord will not replace either the vinyl or the plug. I have tried to clean both, but with no great result. I would like to tile the floor and either replace the gully or cover it with a stainless steel grate. Any ideas of how could I go about it? I attach a picture of it.
