What’s this under cold water tank?

I am about to change the cold water tank in loft (1920s house). Existing insulation is predominantly modern but under the cold water tank I found something that looks like horses hair or animal hair (see image). It’s only used under the tank.
I am slightly concerned about asbestos so was wondering if anyone has any idea what it could be?

The hair is not asbestos that's for sure.

The yellow is fibreglass

The grit, if not grit may be vermiculite (insulation) and sometimes this could be contaminated with a trace of asbestos fibre due to the mining process. It can't be reliably tested though.

If vermiculite can’t be reliably tested how do most people deal with it?
