They are used for temporary connecting wires to the mains, mainly for when you are bench testing stuff.
They have 3 spring loaded terminals for the LNE connections, and a lid that closes over them and engages the fuse so you can not accidentally connect to it whilst it is live.
It also has a neon in the middle of the lid to warn you it is live.
